Friday, July 12, 2024 Six Individuals Charged in $1 Million Health Care Fraud Scheme Defendants allegedly submitted false claims for traumatic injuries purportedly incurred overseas including stabbings, gunshot wounds and hit and run car accidents BOSTON – Five Massachusetts residents and one New York resident have been charged in connection with a scheme to defraud various health insurance companies by submitting fabricated claims seeking reimbursement for over $1 million worth of bogus medical expenses, purportedly incurred during international travel. Brendon Ashe, 40, of Dorchester; Aqiyla Atherton, 36, of Roxbury; Darline Cobbler, 40, of Randolph; Henry Ezeonyido, 36, of Brockton; Ariel Lambert, 34, of Brooklyn, NY; and Chinenye Nwodim, 36, of Brockton, were charged in a complaint unsealed yesterday with one count each of health care fraud. All six defendants were released on conditions following initial appearances in federal court in Boston. According to the charging document, the defendants allegedly submitted health insurance claims, or had claims submitted on their behalf, for expensive medical treatment that they purportedly received and paid for out-of-pocket while traveling overseas. The claims submitted to four different insurance companies related to alleged traumatic injuries such as stabbings, hit and run car accidents, as well as gunshot wounds that the defendants purportedly suffered and that required their hospitalization abroad. The complaint alleges that the defendants were in the United States at the time they claimed to be hospitalized in foreign countries. It is further alleged that some of the defendants received unrelated medical services in the United States at the same time they were purportedly hospitalized overseas. In support of these claims submitted to the insurance companies, the defendants allegedly provided fabricated records – including fake bank records purporting to show payment to the treating facilities, bogus medical records purporting to show the medical care provided, and falsified police reports describing the circumstances of shootings or stabbings. In some instances, the details of the claims submitted by or on behalf of the defendants and supporting documentation – including the dates of service, country where the alleged traumatic injuries occurred, and nature and circumstances of the alleged injuries –are nearly identical to one another. As a result of these fraudulent claims, various health insurance companies were billed over $1 million for services that were never rendered.

According to BG Elves, the funds were channeled through small, difficult-to-detect transactions, with amounts as low as 5,000 euros each. The aim was to spread Russian influence and promote far-right narratives within the two countries. BG Elves claims to have obtained documents linking these cash flows to companies and individuals operating both in Bulgaria and Romania, with a clear goal of manipulating public opinion.

'Russia has allocated EUR 69 million for the spread of propaganda and significant interference in the internal affairs of Bulgaria and Romania', reported the websites of 24 Chasa daily and Actualno.com, referring to BG Elves. BG Elves claim to have documents proving financial flows from Novosibirsk directed to Bulgaria and Romania. The payments were allegedly divided into thousands of small transactions of EUR 5,000 each to avoid detection. The scheme started at 2010 at the latest, according to an undeleted trace of the Adnow servers. The systems were developed in Russia and have been refined and rebranded multiple times over the years. BG Elves also claim to be in contact with investigative journalists and authorities in Romania, the United Kingdom and Ukraine.

The masked gunman appeared to be lying in wait outside the Hilton hotel in what police said was a "premeditated" attack. The shooter arrived at the scene about five minutes before Thompson before shooting the victim in the chest around 6:40 a.m., police said.

After the shooting, the suspect fled on foot into an alley, where a phone was recovered, according to NYPD Chief of Detectives Joseph Kenny. He then fled on an e-bike and he was last seen riding into Central Park at 6:48 a.m., police said.

In the latest footage, the main battle tank appears to be backed into thin woodland, which would most likely be to ensure its 'weak spots' of the rear of the hull and engine deck are being offered some protection. The drone then appears to strike the area between the driver's station and the turret ring, which is a vulnerable area for many turreted vehicles. A short line of text on the original post accompanies the footage, which can be translated to "Challenger in Kursk, **** you".

Grainy footage is circulating of a British-built Challenger 2 tank, donated to Ukraine 18 months ago, allegedly meeting its end in Kursk under fire from a Russian attack drone. If this is true, this would likely be the second British tank destroyed over a period when Moscow is thought to have lost around 2,000 of its own. Perhaps this disparity in performance is why the Russians are so vexed by the handful of Challengers offered to Kyiv. The Russian military has been increasing its use of decoy drones to confuse and overwhelm Ukrainian air defense systems, according to aviation market expert Bohdan Dolintse, speaking on the FREEDОМ TV channel. Dolintse explained that these fake targets are relatively inexpensive, costing only a few thousand dollars each. However, they are equipped to enhance their radar reflectivity, making them appear as real combat drones such as the "Shaheds" or other types of attack drones. The use of these decoys presents a significant challenge for Ukraine's air defense systems. They require anti-aircraft missiles and mobile defense units to neutralize them, which drains valuable resources. Dolintse highlighted that, in a typical launch of ten drones by Russian forces, five might be genuine "Shaheds," while the remaining five are decoys. This tactic complicates the targeting process, reducing the effectiveness of the air defense systems. “These systems are a serious problem for us,” Dolintse noted, emphasizing the growing difficulty in countering these fake targets alongside real threats.

Two Bulgarian citizens were arrested in Podgorica, Montenegro, on suspicion of attempted murder, according to the MINA news agency, as reported by BNT. The incident occurred on Tuesday, when the suspects reportedly tried to flee the country shortly after the crime. Montenegrin police received a report at around 9:50 a.m. local time on Tuesday about a physical altercation between several individuals, during which one man sustained injuries. He was taken to the hospital, where doctors discovered multiple fractures. The police later revealed that the assailants, two masked individuals, attacked the victim using metal levers, striking him in the head and body. The attack was investigated by the High State Prosecutor’s Office in Podgorica, which qualified the crime as attempted murder. Thanks to swift police action, the two Bulgarian nationals, I.I.E., 42, and D.Y.E., 43, were quickly identified as the suspects. Authorities found that they had attempted to leave Montenegro through the Kula border crossing on the same day, but they were intercepted before they could depart. The two suspects were subsequently detained and are being held in custody pending further investigation into the attempted murder.

The chief of staff for missile ships in Russia’s Black Sea Fleet was reportedly killed in a car bombing in Sevastopol, according to a source connected to Ukraine’s Security Service (SBU), as reported by Liga. The SBU and the Defense Ministry’s HUR have been focusing on Russian officers and collaborators in occupied regions who have allegedly committed war crimes. Since the start of the full-scale invasion, Ukrainian partisan and intelligence units have been linked to targeted operations against high-ranking Russian officials and key collaborators. The Russian Telegram channel Baza initially reported that a car exploded on a Sevastopol highway, apparently due to an explosive device. The driver, later identified as a 47-year-old Russian Black Sea Fleet Captain of the 1st Rank, “Valery T.,” was killed despite attempts by witnesses to assist. The car, identified as an SUV, was parked near a shop on Taras Shevchenko Street, with an IED suspected to have detonated inside. A source from the SBU revealed that Trankovskyi, commander of the 41st Brigade of missile ships, was targeted in the SBU-led operation. The explosion caused severe injuries, reportedly severing his legs, and he died from blood loss. According to the SBU source, Trankovskyi was responsible for ordering Kalibr missile strikes from the Black Sea against Ukrainian targets, including the July 2022 strike on Vinnytsia, which killed 29 civilians. His involvement in multiple attacks on Odesa and other civilian areas made him, in the source's words, a "legitimate target under the laws and customs of war." Russian sources indicated that Trankovskyi was under surveillance for about a week prior to the remotely detonated attack.
